Career Overview:  Chris represents owners and managers of real estate in connection with the sale, acquisition and refinancing of affordable housing projects, insured loan transactions including multi-tiered financing transactions with bond mortgage loans, HUD mortgage insurance, subordinate debt and grants, lease enforcement, fair housing defense, and creditor’s rights issues.

Chris currently serves as the Managing Member for Swanson Midgley LLC. 

Experience Overview:   Chris has practiced in the field of affordable housing for more than fifteen years.  His practice includes the negotiation of sale and closing documents, review of title reports and surveys, negotiation of title insurance policies, negotiation and drafting of leases and preparation of closing documents for complex transactions.  His clients include developers and contractors, nonprofit corporations, homeowners associations and management agents.

His practice encompasses the following practice areas:  Construction, rehabilitation, acquisition, sale and financing of affordable housing; financing, sale, or restructuring of multifamily properties with Section 8 project-based assistance through HUD's Mark-to-Market Program; enforcing covenants of homeowners associations; fair housing complaints, including design/build issues; formation and structuring of limited partnerships and limited liability companies; transactions involving the Low Income Housing Tax Credit program (pursuant to Section 42 of the Internal Revenue Code) and Creditor’s Rights and Lease Enforcement.

Education:   Chris received his Bachelor of Arts Degree, cum laude, from Tufts University, and his Juris Doctor from the University of Missouri at Kansas City.

Professional Affiliations and Memberships: Missouri Bar, Kansas City Metropolitan Bar Association, and the American Bar Association.
